You can download the Deepin-artwork packages, which include Linux Deepin's wallpaper collections and themes.

The Icons can be 'installed' easily on Linux Mint. It is under the /usr/share/icons/Deepin directory of your Linux Deepin System and can be copied to the same directory or under the $HOME/.icons directory of your target user.
The themes can't be easily used in Linux Mint though. Linux Mint (Cinnamon) and Linux Deepin both have their own tweaks on Gnome Shell.
