Deepin 15 is Debian based.

add-apt-repository is a Ubuntu-specific script. Many launchpad PPA's are not compatible with Debian because the packages are built against specific Ubuntu libarires.
To be able to use the add-apt-repository command in Debian first you need to install software-properties-common or phython-software-properties depending on the version.
I did so to install pipelight .

I just check my other system, software-properties-common is the one Deepin 15 needs for the add-apt-repository command to be found. But again many things will not work on Debian and its probably not really recommend . But that's what I did to install ppa for pipelight.

I personally use a little workaround to use PPA's. First find the 'Technical details about this PPA' text and click on it. After that you will se something like this:

Display sources.list entries for: Choose your Ubuntu version

deb http://ppa.launchpad.net/noobslab/icons/ubuntu YOUR_UBUNTU_VERSION_HERE main
deb-src http://ppa.launchpad.net/noobslab/icons/ubuntu YOUR_UBUNTU_VERSION_HERE main

Choose one (e.g : Wily (15.10)), so the lines wil end like this: wily main. Now open your favorite text editior (e.g nano) with root previleges and paste the two lines into it. Now save it to /etc/sources.list.d/something-ppa.list or add them to the end of /etc/sources.list. Closethe text editior and copy this command: sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 72D340A3.
Replace 72D340A3 with the signing key of the ppa (e.g: F59EAE4D)and hit enter.
After sudo apt-get update, you will be able to install packages from the ppa.

Usually, you may find the deb either on ppa or on its own website.

I downloaded it but when installed it the package installer program say ( Eroot: Dependency is not satisfiable: libunity9 (>=3.4.6) )

It seems there's no libunity9 in deepin repository.

I found it in ubuntu. http://packages.ubuntu.com/precise/libs/libunity9

Would you like to try to download and install it manually?
