12 Time is Still an Issue

Months ago I posted about 12 hour time not working and many people responded, confirming the problem. We made a bug report but it hasn't been fixed.

I hoped this would be fixed as I am putting Deepin on the new family computer and many non-technical people will be trying and forming opinions of Linux for the first time. I love Deepin and appreciate all the selfless work. The turn around time on this bug, however, is a serious failure to me.

Thanks for the reply.

I have tried 15.4. No luck. See picture. No 12 hour option. No 3:47pm in dock, only 15:47.

Americans are especially unaccustomed to a 24-hour clock, and are annoyed when they have to do the conversion.  
Offering a 12-hour clock mode should be trivial. Please fix.

Quite similar with Indians. We dont follow 24 hrs much except railways.
