Hello,
I experience strange bug, that cursor stays busy forever every reboot.
It only is busy on the wallpaper area - everywhere else it is normal.
To change it to normal I need to logout and login again. It remains normal only until next reboot.

Below you will find a video showing the problem. It's not mine video, but someone already has exactly the same problem as me.

Besides, many users reported it already on deepin github page:

Anyone managed to fix the problem or find a good workaround?

Yay! Found today the cause of my problem. Geary and its option to monitor for new messages. Turning it off brought back normal cursor again.
So a good practice will be to check for autostart apps and their autostart features.
