v23的dde-desktop提供了壁纸插件，终于不用再每次都魔改dde-desktop来更新了

感谢 @depend 的付出！(和我的在龙芯上的一顿折腾），我们终于let this shit work on 龙芯了

幻梦动态壁纸是在deepin 23上首个适配的第三方动态壁纸软件，同时是龙芯新世界上首个动态壁纸应用～

V23壁纸层插件化了，现在是卸载默认壁纸插件，重启dde-desktop，达到的效果，所以是原生的dde-desktop，后续可以按照原生壁纸插件做个动态壁纸插件，会更好

然后注销下

把官方的壁纸插件直接添加到黑名单，就不用卸载删除了，升级也不会再拉起来。

卖了摩托继续写Bug：
