15版时区问题

DEEPIN2014、WIN7双系统，时区都是按照WIN7的来，不出错。可是2015又和其他Ubuntu一样了，进了DEEPIN2015，再进入WIN7，时区就变了。
号称减少新手痛苦，节约老手时间。请做好这个细节，虽然度娘一把能解决，可是增加了新手痛苦，浪费了老手的时间。

sudo hwclock --systohc --localtime
设置后和WIN7保持了一致。
但是希望装上系统就解决

不管用的，重装完系统就一直有那个，把/home格式化重新装系统才好了，应该是/home的哪个文件有问题

这个问题确实一直存在，我之前也上报bug了。每次切换系统时间都变来变去。
