I had the same issue, and I solved with this:
When the computer starts and you are on the screen where you can choose to start linux deepin or windows (this screen is called grub) leave the linux deepin selected and then press TAB, some options will appear, you have to look for "quiet splash", use the arrow keys to go aftet "splash", and then type "nomodeset", press enter and the system will load!
