First Nvidia drivers capable of enabling RTX 2070 drivers are the 410.66, so, Deepin's provided drivers are very outdated an incapable of running that vga. I must recommend you to install last drivers following https://bbs.deepin.org/post/151191 but if you can't install Deepin ones first and you try to do that blacklisting Nouveau, you'll end with a black screen without any console. If you have such new hardware, I recommend to you Manjaro Deepin.

Yes, there is, but Deepin is not Ubuntu based, and the official Nvidia drivers ppa is exclusively for Ubuntu, so, I tried them, they install, but without nvidia-settings panel.

Thats because you can't install Deepin's Nvidia's driver before blacklisting Nouveau, you can try to install the driver from PPA and then, the .run file from Nvidia's page (first driver is only to not have that ugly black screen which appears when you don't have any driver running, thats because Nouveau blacklisted and no more drivers installed).
