原来这个是dde-launcher，新版本里面已经被dde-launchpad代替了
终端执行：
sudo apt purge dde-launcher
sudo apt install dde-launchpad

这个方法有用，执行以上操作后，注销不起作用，重启电脑生效。

感觉是升级命令用的可能有问题，可以参考下这个帖子：V23升级，千万不要用 apt upgrade!－论坛－深度科技 (deepin.org)

直接在升级中心升级的，没有用命令。
